I. INTRODUCTION

This appeal challenges a decision by the Alaska Workers' Compensation Board denying disability benefits to Debra Brown, who claimed that she suffered from a disabling condition, fibromyalgia, that arose because she fell from a ladder at work. The board heard conflicting medical testimony—some finding that her condition probably stemmed from the fall and some finding no work-related causation...
