This action was commenced on or about February 4, 1993. The complaint alleged that on November 13, 1991, police officers, engaged in the pursuit of a stolen car on the Belt Parkway, caused the driver of the stolen car to collide head on with the plaintiff Frank Fappiano's vehicle. The plaintiffs sued the respondents City of New York and New York City Police Department as well as the defendants New York City Housing Authority...
