Maslab Liquidation Trust (Maslab) appeals from an order denying its motion for disbursement of monies held in an insolvency trust fund (fund) established, pursuant to G. L. c. 21C and implementing regulations, by Hampden Color & Chemical Co., Inc. (HCC), for the purpose of covering third-party bodily injury and property damage claims arising from HCC's operation of a hazardous waste storage, disposal, and treatment facility.1
