COWIN, J.

The plaintiff, Postal Community Credit Union, a federally insured credit union chartered pursuant to G. L. c. 171, sought to convert its charter from that of a State-authorized credit union to that of a federally chartered mutual savings bank. The defendant, the Commissioner of Banks (commissioner), ordered the plaintiff to desist taking any further action to bring about the conversion.
