On September 15, 2003, defendant Wilfredo Figueroa Zapata ("Figueroa") was charged with conspiracy to distribute narcotics in violation of 21 U.S.C. §§ 841(a)(1) and 846. Following a detention hearing held on September 23, 2003, Magistrate Judge Gustavo Gelpi ordered the defendant to be detained pending trial. (Dkts. 21, 144).
