Once again, we must determine what statute of limitations to apply when a federal statute does not specify a limitations period. In this case, involving the Federal Communications Act (FCA), KingVision claims that defendants exhibited a closed circuit telecast through the use of an illegal decoding device. The District Court applied the two year limitations period of the Pennsylvania cable piracy statute instead of the three year limitations period...
