¶ 1 Defendant, Arizona Long Term Care System ("ALTCS"), appeals from the superior court's order affirming the Administrative Law Judge's ("ALJ's") recommended decision and vacating the Arizona Health Care Cost Containment System ("AHCCCS") Director's decision.
