Hawkeye Construction Company petitions for review of a decision of the Workers' Compensation Board of May 26, 2004. The Board affirmed the award of an Administrative Law Judge (ALJ) to the appellee, Jayna Little, on behalf of her daughter, Kristen Little. At issue was the work-related death of Kristen's father, Quentin Little. In awarding benefits, the ALJ applied the penalty provided in KRS1
