Whitman County entered into a subagency contract with Daniel Antoni (doing business as DRA Real Estate and Vehicle/Vessel LLC), who had been appointed by the Department of Licensing (DOL) as the County's vehicle licensing agent. Later, Mr. Antoni submitted a conditional resignation, offering to resign his appointment on the condition that one of his employees was appointed the new subagent.
