Floyd Arthur was convicted in August 2001 by a jury in the U.S. District Court for the Eastern District of New York of two counts of mail fraud in violation of 18 U.S.C. § 1341. He was sentenced by Judge Block on July 27, 2001 to a term of imprisonment of one year and one day. His conviction was affirmed by this Court in a May 3, 2002 summary order. See U.S. v. Arthur,
