{¶ 1} On April 28, 1997, Beverly Kirkhart, plaintiff-appellee, filed suit in federal court against the Portage County Commissioners, including defendants-appellants Christopher Smeiles and Charles Keiper. Her complaint alleged federal claims of sex discrimination, handicap discrimination, and retaliation. The jury found in Kirkhart's favor.
