Ordered that the order is affirmed insofar as appealed from, without costs or disbursements, and the matter is remitted to the Supreme Court, Suffolk County, for the entry of a judgment declaring that Local Law No. 18 (1997) of the County of Suffolk is invalid and for a hearing to determine the amount of reasonable attorney's fees incurred by the original plaintiff, Joseph R. Caputo.
