MEMORANDUM OPINION

WALTON, District Judge.

The instant lawsuit concerns the education of a young child, Mathew Reid, who is enrolled in the District of Columbia Public Schools ("DCPS") system. Mathew and his mother Gwendolyn Reid (collectively the "plaintiffs"), brought this action against the District of Columbia and Elfreda W. Massie, in her official capacity as Interim Superintendent of the DCPS (collectively the "defendants").
