Seeking monetary damages and prospective injunctive relief, several landowners brought a federal lawsuit against the mayor of Naranjito, Puerto Rico, for alleged violations of rights secured under the federal Constitution and commonwealth law. See 42 U.S.C. § 1983; 28 U.S.C. § 1367(a). The district court granted summary judgment for the mayor on all federal claims and dismissed the commonwealth claims without prejudice, see...
