Morris Warren, representing himself, sued the District of Columbia under 42 U.S.C. § 1983 for constitutional violations he claims to have suffered while incarcerated in a private prison in Youngstown, Ohio. The Corrections Corporation of America operated the prison pursuant to a contract with the District. The issue is whether the district court erred in dismissing the complaint...
