LAMBERTH, District Judge.

This matter came before the Court on the defendants' Motion [48] for Summary Judgment. Upon consideration of the defendants' motion, the opposition thereto, the reply, the applicable law, and the entire record herein, the Court GRANTED the defendants' Motion [48] for Summary Judgment in an Order issued September 30, 2004.
