Appellant McKnight Place Extended Care, L.L.C. ("McKnight") appeals from the circuit court's grant of summary judgment to respondent Missouri Health Facilities Review Committee ("the Committee"). McKnight argues two points on appeal. In Point I, McKnight argues the circuit court erred in entering summary judgment for the Committee because McKnight's proposal to add twelve beds to its facility falls within the exemption to the Missouri Certificate...
