In this criminal case, the issue is whether an 11-year delay between the filing of a "complainant's information" against defendant for murder and defendant's trial on that offense violated defendant's right to a trial "without delay" under Article I, section 10, of the Oregon Constitution or to a "speedy trial" under the Sixth Amendment to the United States Constitution.
