This case asks whether Marybeth Peters, U.S. Register of Copyrights, properly refused to accept Metro-Goldwyn-Mayer Studios, Inc.'s ("MGM") claim for statutory royalties because MGM's claim arrived in Washington, D.C., on August 2, 2001, and MGM has no date stamp from the U.S. Postal Service to show that it had been mailed by July 31, 2001.
