Bani, 97 Haw. 285, 36 P.3d 1255 (2001), this court invalidated the notification or disclosure element of Hawai'i Revised Statutes (HRS) § 846E-3 (Supp.2001), which authorized public agencies to release relevant and necessary information regarding a convicted sex offender.
