In the early morning hours of May 13, 2002, the Alaska State Troopers and the North Pole Police raided a residential apartment because they had received a tip that a wanted fugitive, Richard Noriega, was attending a social gathering there. Some half-dozen officers set up a "perimeter surveillance" around the apartment (apparently waiting for Noriega to emerge, or perhaps waiting to obtain a search warrant), but they entered...
