Officially released January 20, 2004.

Attorney(s) appearing for the Case

Katharine S. Goodbody, special public defender, filed a brief for the appellant (petitioner).

Opinion

PER CURIAM.

The petitioner, Otis C. Knight, appeals from the judgment of the habeas court dismissing his petition for a writ of habeas corpus and denying his petition for certification to appeal to this court. On appeal, the petitioner claims that the habeas court (1) abused its discretion by failing to grant certification to appeal and (2) improperly found that he was not denied the effective assistance of counsel.1
