The plaintiff, Ty Stockman, was convicted in 1990 of operating a motor vehicle while intoxicated. See G. L. c. 90, § 24(1)(a)(1). Subsequently he was prosecuted for an accident that occurred in February, 1992, wherein one Shannon Parker was killed.
