Appellant, Bal Harbour Village (the "Village"), an incorporated municipality in Miami-Dade County, Florida, enacted an ordinance ("Ordinance") on June 19, 2001 that limited the number of dogs a homeowner or commercial property owner may maintain. Specifically, the Ordinance provides that "[n]o Responsible Party shall keep more than a total of two (2) dogs and/or four (4) puppies at any household in the Village or any commercial property."
