Appellant, Larry Coyne, worked as a police officer in the Milan Police Department until November of 1995. In March of 1996 he filed an application with the Milan Police Pension Board (the Board) requesting a line-of-duty disability pension (40 ILCS 5/3-114.1 (West 1996)), or alternatively, a non-duty disability pension (40 ILCS 5/3-114.2 (West 1996)).
