On August 7, 2003, Jeffrey Joseph Alther, appellant, was convicted by a jury in the Circuit Court for Queen Anne's County of second-degree assault, stemming from an incident which occurred on September 14, 2002, between himself and his former girlfriend. Appellant was, thereafter, sentenced to five years' imprisonment, with all but 18 months suspended, three years' supervised probation, a $500 fine, and a requirement to complete an anger management...
