In this appeal, we are asked to address an issue of first impression, ostensibly ripe for review. The issue, as framed by the parties, is whether the circuit court abused its discretion in refusing to consider the merits of a "negotiated plea agreement" the parties purportedly presented after the expiration of the court's plea cutoff deadline.
