We assumed jurisdiction in the instant case to determine whether the Dauphin County Court of Common Pleas (the "Dauphin County CCP") has the authority to institute financial eligibility requirements that effectively prohibit the Dauphin County Public Defender's Office (the "Public Defender") from representing criminal defendants who the Public Defender might otherwise...
