{¶ 1} The facts that give rise to our appeal are not disputed. On May 8, 2000, members of the Geneva Police Department arrested Jeffrey Tuomala, who was operating a stolen pickup truck, and charged him with one count of receiving stolen property, a fourth-degree felony. Both before and after his indictment on June 7, 2000, Tuomala failed to post bond and remained in the Ashtabula...
