This case stems from a July 6, 2000 car accident that occurred in Delaware in which a rental car owned by Defendant Budget Rent A Car ("Budget") and rented to Stacie Frazier ("Frazier") struck Plaintiff George E. Green ("Green") while Green was a pedestrian.
