The dispositive issue in this appeal is whether the trial court lacked subject matter jurisdiction to review a decision the claims commissioner (commissioner) made pursuant to General Statutes § 4-148 dismissing a claim as untimely.1 We conclude that the court lacked subject matter jurisdiction to hear claims of this type and therefore affirm the judgment of the trial court...
