MANNHEIMER, Judge.
Kevin Howard Frank is serving a life sentence for first-degree murder. (Frank's conviction and sentence were imposed under Alaska's pre-1980 criminal code.) In 2001, after serving more than 20 years of his sentence, Frank applied for discretionary parole.
