HAWKES, J.

Appellant, who is blind, attended an all night Sudanese tribal meeting during which he allegedly consumed a significant quantity of alcohol. At the conclusion of the meeting, as Appellant was leaving, he fell down two flights of stairs, injured his head and broke his leg. This unfortunate accident occurred in the presence of his minor child. Help arrived, the Department of Children and Families (DCF) was notified, the notification led to an investigation...
