The Louisiana Department of Health and Hospitals ("DHH") appeals the district court's reversal of DHH's denial of Medicaid benefits. We affirm.

FACTS

In March of 2001, Geraldine Ouzts entered the Baptist Retirement Center. The next year, an application for Long-Term Care ("LTC") vendor payment benefits under the Louisiana Medicaid Program was made on Mrs. Ouzts' behalf by her husband, John Ouzts, who was acting as her authorized representative...
