Defendant, Juan Brown, was charged in a bill of information on January 2, 2003 with second offense possession of marijuana in violation of LSA-R.S. 40:966(C). At approximately 2:30 p.m. on October 14, 2002, Deputies Tim Anclade and Keith Young, both of whom are with the streets crimes division of the Jefferson Parish Sheriff's Office, were on patrol in an unmarked Crown Victoria in the Shrewsbury area...
