The petitioner filed for Supplemental Security Income (SSI) benefits for her four-year-old daughter Yvonne, claiming Yvonne was disabled. Yvonne suffers from sickle cell disease, as a result of which she occasionally suffers vaso-occlusive crises, which are

painful episode[s] in the life of a person affected with sickle cell anemia. [They] occur[ ] when the sickle cells (red blood cells)...
