¶ 1. On October 18, 1989, the Mississippi Department of Human Services (hereinafter "DHS.") filed a complaint against Gerald W. McIntosh in the Kemper County Chancery Court. The action was to determine the paternity of one Deshun McDade, who had been born on June 30, 1987, to Bobbie McDade.
