Quinn (Quinn) appeals from an order of the Court of Common Pleas of Clarion County (trial court) arising out of a ballot recount of the November 4, 2003 general election for the Office of District Justice for Magisterial District 18-3-02 that found Nancy M. Kadunce (Kadunce) the winner of that election by one vote.
