{¶ 1} On November 13, 2003, at approximately 8:30 a.m., plaintiff, LaSharn Carrington, was traveling west on Interstate 480 about one-half mile before the Interstate 71 merge (between mile markers 11.00 and 12.00) in Cuyahoga County, when her vehicle was struck by a road sign that had detached and been blown by the wind from its anchoring post.
