Saab Cars USA, Inc. ("SCUSA") imports into the United States automobiles from Swedish manufacturer Saab Automobile AB ("Saab Auto"). SCUSA protested the United States Customs Service's1 ("Customs") liquidation of several entries of automobiles that were appraised at transaction value.
