The above defendants are facing felony charges before this court in cases which are unremarkable in and of themselves. The cases are important, however, because they have arisen at a time when the traditional Rochester City Court procedure regarding felony complaints has been altered dramatically as a result of our District Attorney's newly enacted preliminary hearing policy1 as well...
