On March 5 and 6, 2002, Robert Eric Suddith, respondent, was tried by a jury in the Circuit Court for Prince George's County and was convicted of possession of heroin, possession of cocaine and possession of drug paraphernalia. On April 24, 2002, the trial judge sentenced respondent to four years of incarceration for the possession of heroin conviction and a concurrent sentence of four years of incarceration...
