I. INTRODUCTION

This cause is before the court on a Motion for Summary Judgment filed by the Defendants Don Siegelman ("Siegelman") and P.C. Callahan ("Callahan") on December 9, 2003 (Doc. # 43) and a Motion to Reinstate Claims as Against J.A. McClenney ("McClenney") filed by the Plaintiff, Joseph Wyatt Willis ("Willis") on December 16, 2003 (Doc. # 46).
