The defendant, Sunset Creek Development, LLC (Sunset), submitted a site plan permit application to the named defendant, Guilford Planning and Zoning Commission (commission). The named plaintiff, Committee to Save Guilford Shoreline, Inc., (committee), an environmental advocacy corporation, sought to intervene in the proceedings before the commission. The commission approved the site plan application and the present appeal of that decision was filed....
