Orlando Bocachica (Bocachica), a horse racing jockey, petitions for review of an order of the Commonwealth of Pennsylvania, State Horse Racing Commission (Commission) which, by adjudication and order dated July 23, 2003, upheld Bocachica's ejection from Philadelphia Park Racetrack (Philadelphia Park) by the Bensalem Racing Association.
