¶ 1 Thomas Kevin Rothlisberger was convicted of one count of Possession of a Controlled Substance with Intent to Distribute and one count of Possession of Drug Paraphernalia. Rothlisberger now argues that the trial court erred in admitting the testimony of Monticello Police Chief Kent Adair (Chief Adair) as lay witness testimony, and that the State therefore erred by failing to provide thirty days notice of that testimony as...
