Four inmates of Wisconsin's top-security prison filed this suit under 42 U.S.C. § 1983 and asked the district judge to allow them to proceed in forma pauperis under 28 U.S.C. § 1915. Although Fed.R.Civ.P. 20 authorizes the joinder of these claims and parties, the district judge dismissed the complaint before the defendants had been served with process, and without reaching the merits.
