STATEMENT OF THE CASE

Henry Luke Kellems, Jr. appeals his conviction for Operating a Vehicle as an Habitual Traffic Offender, as a Class D felony, and the trial court's order finding him in violation of his probation. Kellems raises a single dispositive issue, namely, whether a caller's tip established reasonable suspicion to effectuate a traffic stop under the Fourth Amendment to the United States Constitution.
