The plaintiff, Samuel Chesne, appeals the judgment of the workers' compensation judge finding that a policy of workers' compensation coverage issued by the defendant, American Home Assurance Company, in favor of his employer, Elevated Tank Applicators, had expired on August 18, 2001. He further appeals the workers' compensation judge's failure to award him additional penalties based on Elevated Tank's false accusation and submission of a false accident...
