I. BACKGROUND

On January 7, 2004, at about 6:00 p.m., City of Milwaukee police officers Virgil Cotton and Ray Harris stopped a white Dodge Durango driven by defendant Roland Means, allegedly because he ran the stop sign at the intersection of North 38th Street and West Lloyd Street.
